Dear Administrator Whitman,

I am writing to urge the EPA to safeguard our nation's waters by stopping the Bush administration from reducing protections in the Clean Water Act.
Because all waters are connected, the advanced notice of proposed rulemaking and attached guidance will most likely result in dirtier water, dead fish and degraded drinking water
The Clean Water Act should be enforced, not weakened.

Don’t move forward with the proposed rulemaking and overturn the attached guidance.

Please let me know how you intend to proceed on this issue.

In Article I, section 9, clause 2, the U.S. Constitution permits Congress to suspend the writ, but only “when in Cases of Rebellion or Invasion the public Safety may require it.”
